North Carolina Selects Cúram Software to Deploy Social Service Programs Statewide

Cúram Software Will Provide One-Stop Source for Programs, Enabling Improved Outcomes for Children and Families

Herndon, Va. – March 17, 2009 – Cúram Software, the leading provider of Social Enterprise Management (SEM) software solutions, today announced that The North Carolina Department of Health and Human Services selected the Cúram Business Application Suite™ to run social programs and services in order to support their commitment to an enterprise approach across the state. The statewide approach will support counties that provide local resources that are critical to improving service. The new system will provide a more comprehensive and effective service delivery model to NC residents through a single access point for all programs, leading to swift and consistent services and more individual attention from caseworkers that are now able to utilize an automated process.

Social services agencies aid countless citizens but often face internal technology barriers. To combat these obstacles, North Carolina turned to a Social Enterprise Management (SEM) approach. SEM, a new category of client-centric, outcomes-focused software, leverages commercial off-the-shelf (COTS) products to cross agency boundaries, simplify policies, and integrate with existing technology. With Cúram Software’s COTS solution, North Carolina can reduce project time, risk and cost and have the flexibility to add future programs and keep up with changing legislation.

With SEM in mind, North Carolina’s vision extended beyond a standard modernization and took shape as an enterprise transformation called NC FAST. NC FAST provides an enterprise approach to delivering family-centered benefits and services for nine mandated programs across the state. These programs, which are supervised by DHHS and administered by each county’s social service department, include Child Welfare, Adult Services, and Child Care, among others. The threefold vision of NC FAST includes efficient, effective assessments through automated tools to determine eligibility; comprehensive case management to track cases, share information and coordinate services; and better outcomes and evaluation of information through more comprehensive data for evaluating outcomes and ensuring accountability.

Similar to the NC FAST project in its enterprise approach, was the work that Cúram Software did with the City of New York. ACCESS NYC is an online portal that streamlines health and human services for NYC residents in seven different languages. This solution brings nearly 30 city, state, and federal programs into a single website so citizens can prescreen for benefits and begin the application process. New York City and North Carolina residents can reap the benefits of the same comprehensive, integrated program delivery.
