One of the challenges facing agencies who want to execute a business transformation strategy is how to do so in a digestible, incremental manner. Provider Management for Social Enterprises
An additional key consideration in moving to an outcome-based model is the involvement of and interaction with the myriad of business partners such as the Service Providers who actually deliver many of the transitional, or intervention services on behalf of the various government agencies, along with the charitable and non-governmental agencies who fill the gaps resulting from the individual focus of the majority of government programs. Harnessing the skills and resources of the business partner community, through joint collaboration, is a key for successful business transformation.
Cúram’s unique Provider Management capabilities deliver comprehensive support for managing service providers from individuals e.g. a couple providing foster care to large scale providers with multiple locations and facilities dealing with perhaps hundreds or thousands of citizens e.g. Youth Services’ organizations, Homeless shelters and so on.
Unique Support for a Multi-tier Intervention Model
Cúram Software developed, and provides support for, the multi-tier intervention model for social enterprise management. There are three basic tiers:
- Operational Tier – this is based on the traditional claim model that is typically associated with program-focused service delivery and incorporating traditional business process flow of Intake, Verification, Determination (Eligibility) and Service Delivery.
- Outcome Tier – the Outcome tier builds on the operational tier and enables agencies to focus on achieving appropriate citizen outcomes in addition to providing basic services such as income support, safety and so on. The business processes in this tier incorporate Assessment, Service Planning and Outcome Evaluation.
- Multi-Disciplinary Tier – the multi-disciplinary tier complements the operational and/or outcome tiers. This tier enables caseworkers (from multiple agencies) – and other stakeholders e.g. school teachers - to adopt a multi-disciplinary approach when dealing with complex situations for individuals or families. The multi-disciplinary approach is essential in helping prevent children “falling through the cracks”. The business processes in the multi-disciplinary tier incorporate Team definition, Social Context Analysis and Definition (identifying the household and family composition along with the benefits and services being delivered to the citizens involved) and Collaborative Service Planning.
New Generation of Caseworker Tools
To support the business of social enterprise management, Cúram Software has brought to market a unique set of caseworker tools including:
- Service Planning,a goal-driven planning tool that allows caseworkers and supervisors to plan and manage the delivery of services for an individual or family including milestones, baselines and cost tracking
- Decision Assist, a decision support tool that allows business users to create and maintain decision matrices to support rules-based decision making
- Intelligent Evidence Gathering, a user-oriented scripting environment that allows users to design information gathering scripts that guide users or citizens through an intake or assessment process.
